Carolyn Bourdeaux, director of the Center for State and Local Finance, is quoted in a news article about the city of Atlanta’s $9 million payment to Atlanta Public Schools.
The payment, made from the city’s general fund, is part of those promised to Atlanta Public Schools when the Atlanta BeltLine tax allocation district (TAD) was created and the school district agreed to participate in financing.
However, the TAD has not realized the tax revenues projected forcing the city to devise other ways to pay Atlanta Public Schools. And, city council members, among others, have questioned the recent payment.
