David Pendered, of Saporta Report, wrote an article on the Center for State and Local Finance’s study of community improvement districts, or CIDs. The article, “GSU report outlines wide autonomy, authority in popular tool to fund urban renewal,” was published July 11, 2016. The authors of the report are Lindsay Kuhn, Sarah Larson, and Carolyn Bourdeaux.
