Ron Shelby is the Assistant Director for executive education at the Center for State and Local Finance where he also teaches Treasury and Investment Management and Capital Budgeting. He previously served as Director of Finance and Administration, Budget Officer and Investment Officer for Galveston County, Texas where was employed for more than 13 years. Prior to that, he worked as an operations auditor, stock broker, floor trader in the agricultural futures and options pits at the Chicago Board of Trade, and a Grain Merchant for Cargill Inc. He is currently a Ph.D. candidate, on an Andrew Young Fellowship at the Andrew Young School of Policy Studies with a concentration in public budgeting and finance. His area of research is in capital and infrastructure financing for local governments and the role played by municipal association financing programs. He received his associate’s degree in accounting from Galveston College, bachelor’s degree in economics from Stanford University, and both a master’s degree in finance and an MBA with a concentration in human resources management from the University of Houston Clear Lake.
